- Educate Me: Sri Lanka Voicemail

Can someone in Sri Lanka explain the situation with mobile (and other) voicemail services in Sri Lanka? It seems rare for someone to have it.
I realize it’s not a priority in impoverished areas, even though a number of people in those area still have cell phones. But even people who seem quite well off simply do not have voicemail. Is it too expensive? Not a common mobile service offering?
There are quite a few people I know who I would imagine having voicemail would be a significant benefit. And yet they don’t have it.
Please chime in. Educate me!
